Accomplishments
In Colorado, the Colorado Coalition for New Energy Technologies has compiled
a growing number of accomplishments since it was formed in late 1999 by six
companies. What are some of the things we have done since our coalition’s
founding in 1999?
Helped Launch Colorado Legislature’s Renewables and Energy Efficiency Caucus
- In March 2000, the Colorado Coalition for New Energy Technologies helped
seven state Senators and Representatives launch the Colorado Legislature’s
bipartisan Renewables and Energy Efficiency Caucus. Modeled after similar
caucuses in the U.S. House and Senate, this caucus helps increase awareness of
clean new energy technologies among Colorado’s lawmakers. As of April 2002,
this caucus boasts 39 members.

testimony to a U.S. Department of Energy
public meeting held in Denver as part of a strategic review of DOE’s
research and development programs in both energy efficiency and renewable
energy.
Provided Comments to Colorado Public Utilities Commission
- In July 2001, the Colorado Public Utilities Commission (PUC) began
conducting an inquiry into the future of the Integrated Resource Planning (IRP)
process in Colorado, in which investor-owned utilities have future resource
acquisition plans reviewed by the Commission in public hearings. The Colorado
Coalition for New Energy Technologies submitted a short statement urging the
PUC to consider pricing mechanisms, such as real time, time-of-day and
inverse-block pricing, which would promote energy efficiency and advance the
adoption of innovative new energy technologies. The Coalition also urged the
Commission to increase its support for demand-side management (DSM) programs
and to consider other mechanisms to promote renewable energy, including the
possibility of a renewable portfolio standard.
Participated in Roundtable Meeting with Senator Wayne Allard
- In August 2001, the Colorado Coalition for New Energy Technologies took
part in an energy policy roundtable sponsored by Colorado Senator Wayne Allard
(R), attended by 14 leaders from the state’s various energy industries,
utilities and regulatory communities.
Appointed to Colorado Senate Energy Task Force
- Representing the members of the Colorado Coalition for New Energy
Technologies, Craig Cox took part in meetings of the Colorado Senate Energy
Task Force throughout the summer and fall of 2001
Cosponsored Forum on “Business Opportunities in Energy Technologies.”
- In November 2001, the Colorado Coalition for New Energy Technologies
cosponsored a Pollution Prevention/Energy Forum entitled “Business
Opportunities in Energy Technologies.” Cosponsored in conjunction with the
Governor’s Office of Energy Management and Conservation and other leading
stakeholder groups, this conference featured speakers involved with
cogeneration, distributed power and energy efficiency technologies in
Colorado.
Met With Governor Bill Owens
- In December 2001, coalition members meet with Colorado Governor Bill Owens
at his office in the state capitol. Meeting participants shared ideas on how
best to leverage Colorado’s intellectual talent base and its wealth of clean
energy resources through public policies and initiatives.

Udall at his district office to discuss federal issues of mutual concern and
to look at future areas of cooperative activity in advancing clean new energy
technologies.

Natsource
and E-Star Colorado.
The presenters showed how new energy technologies, such as Agro’s
sunflower-based motor oil, can provide new rural economic development
opportunities, while Natsource demonstrated how Colorado, and the nation, can
benefit from carbon emissions trading programs. Finally, E Star Colorado
provided a look at the tremendous energy efficiency opportunities possible in
the state’s commercial building inventory.
